There are many different types of casus belli but on the most basic level if they fabricate on you or if you trespass/take territory close to them, make sure you pay it off ASAP. I've played a lot of scenarios and I'm pretty sure the rule of thumb is they must have casus belli on you before they are allowed to declare war. You need to learn to pay off casus belli with energy. Oh a little more tidbit, even if the fabricate casus belli fails they still get 1 point. The covert op trait gives you a very nice edge in op defense, I can't stand the penalties of the personality types, and I don't care enough about having my hero have one or two items so I just use the 1 leftover point on energy so I can do things like spam colonizers or just be able to pay off casus belli easier. Personally I pick covert op trait, extra energy with no other traits selected. If you keep your op defense high enough every attempt will fail thus giving you room to not be ambushed by 5 computers in every direction. One thing you want to learn on higher difficulties is pay attention to your operational defense not only do they love to siphon energy but more importantly when they fabricate casus belli on you it's a very short time before they declare war on you, assuming the op succeeds and gives them 3 casus belli. They have a very unfair resource advantage but they aren't quite smart enough to do something like mass 5 stacks of basic units and go roll you. If you feel ready you might as well jump to expert. I don't think you can change difficulty mid game.
